It's just a $20 piece of paper with no real legal value.

But the creation of a "domestic partner registry" in St. Paul — proposed Friday by two city council members — is also an enormous signal to a community still battling workplace discrimination and prejudice, supporters say.

"I don't want to say it's just symbolic, but there is something about having city leaders tell you they respect you as a family," said Monica Meyer, public policy director for OutFront Minnesota, a gay, lesbian and transgender advocacy group.
